SHARP: Self-Help Assistance and Referral Program
SHARP (Self-Help Assistance and Referral Program) is a free court self-help center that provides legal information, court forms, and procedural guidance to people representing themselves. It covers a range of case types including family law, guardianships, evictions, small claims, name and gender changes, and restraining orders.
Judicial Council Forms
Judicial Council forms are standardized forms created by the Judicial Council of California for use in all 58 County Superior Courts across the state. These cover the most common court proceedings, including family law, small claims, civil, probate, guardianship, name changes, and more.
Some forms are mandatory (adopted for required use), meaning the court will only accept that specific form. Others are optional (approved for optional use). You can check which type of form it is by looking at the bottom-left corner of the first page. The site also provides a guide on how to use and fill out forms, a list of recent changes to forms, and statutory forms provided by the Legislature.
• Searchable by form number, title, or legal category
• Most forms are fillable PDFs you can complete on your computer
• Covers family law, civil, small claims, probate, traffic, criminal, and more
• Includes a "Latest Changes" section for newly revised forms
Local Forms
Santa Barbara County Superior Court has numerous local forms, some of which are required for certain filings.
The forms are organized by category (General, Civil, Criminal, Family Law, Probate, Small Claims, Parking Appeal, Traffic, and Law Enforcement) and listed in tables with form numbers such as SC-1002 and SC-2069. Santa Barbara County is divided into South County (Santa Barbara, Carpinteria, Buellton, Goleta) and North County (Santa Maria, Lompoc, Solvang), so make sure you are filing in the correct division. See Local Rules 201 and 203.
• Required in addition to Judicial Council forms for some filings
• Forms marked with an asterisk (*) are adopted for mandatory use
• If you can't find what you need here, search the statewide Judicial Council forms instead
Forms Packets
Forms packets bundle together all the forms you'll typically need for a specific type of case, so you don't have to figure out which individual forms to gather on your own. Each packet includes both the required Judicial Council forms and any local Santa Barbara County forms for that case type.
Packets are currently available for civil, family law, probate and appeal case types. These are specific to Santa Barbara County. If you can't find a packet for your case type here, check the statewide Judicial Council forms site for additional resources.
• Pre-assembled sets of forms organized by specific case type
• Combines Judicial Council (state) and local forms into one convenient listing
• Forms marked with an asterisk (*) are adopted for mandatory use
Federal District Court Forms
Federal court forms are used when filing cases in United States District Courts. Santa Barbara County falls within the Western Division of the Central District of California. Federal courts handle matters involving federal criminal and civil law, constitutional questions, cases between citizens of different states or countries, bankruptcy, and certain other categories.
If you are representing yourself (appearing "pro se") in federal civil court, the court provides a dedicated People Without Lawyers resource site with commonly used forms, fillable PDFs.
• Includes civil cover sheets, fee waivers, summons, proof of service, and more.
• Free Federal Pro Se Clinics are available in Los Angeles, Riverside, and Santa Ana, with limited options to participate virtually.
Working with Court Forms
Check for mandatory forms. Look at the bottom-left of each Judicial Council form — it will say "Adopted for Mandatory Use" or "Approved for Optional Use." Local forms marked with an asterisk (*) are also mandatory.
Use fillable PDFs. Most forms can be filled out on your computer using Adobe Acrobat Reader (version 6 or above). Print, sign with dark blue or black ink, and file.
Filing without a lawyer? You have the right to represent yourself ("in pro per"). The Law Library offers assistance with locating forms and the Self-Help Center offers help with completing forms.
Know your division. Santa Barbara County Superior Court has North and South County divisions. Make sure you file in the correct courthouse for your case.
